Its hard to qualify agency in that piece, although obviously something strange has created the piece if natural geological process, not a common one. However this photo here clearly demonstrates at least some almost definite modification, evidence of cognition, with the two clear flake removals and the symmetry in that whole area creating a bear/ape face frontal.
